Developed as a multispecialty outpatient facility in an accessible location, Precinct Ambulatory Surgery Center is accredited by the Accreditation Association for Ambulatory Health Care (AAAHC) and accepts Medicare.

Owned and managed by Physician Partners of America (PPOA), the facility keeps the needs of both patients and physicians at the forefront. It features a highly trained staff, Patient Experience team, centralized EMR system and unique business model.

Our Team

Dr. Brian Wiley

Dr. Brian Wiley is certified in family medicine and pain management, bringing a holistic perspective to his patients.

Dr. Wiley earned his bachelor’s degree at Paul Quinn College in Dallas, graduating cum laude. He earned his medical degree from Howard University College of Medicine, where he was awarded the Challenge Fund Scholarship and the J&N Carr Scholarship for outstanding academic achievement.

He completed his residency at Bayfront Medical Center in St. Petersburg, Florida.

Dr. Luis Nieves

Dr. Nieves is a board-certified, AGME fellowship-trained pain management physician who has been with PPOA for nearly a decade.

He earned his medical degree from the University of Texas Southwestern Medical Center in Dallas and trained in anesthesiology at Baylor College of Medicine in Houston. He completed his residency in Family Medicine at John Peter Smith Health Network.

After completing a fellowship in sports medicine at JPS Health Network, he was selected as an elite trainee in a prestigious interventional pain management program with JPS Health Network and UT Southwestern Medical Center.

Dr. Thomas Heil

Dr. Thomas Heil is double board-certified in Anesthesiology and Pain Management and treats all pain conditions using a wide variety of modalities. These include neurostimulation and treatment of neuropathic pain.

Listed in Leading Physicians of the World, Dr. Heil earned his medical degree from West Virginia University. With a general surgery background, completed a residency and fellowship training in Anesthesiology at Allegheny General Hospital in Pittsburgh.

He has lectured widely on interventional pain management, cancer pain and other topics, and is a member of the American Society of Regional Anesthesia, and the American Society of Interventional Pain Physicians.

Dr. William Moore

Dr. William Moore is board certified in Pain Medicine focusing on treatment of the spine. He and uses a broad range of minimally invasive techniques and endoscopic spine procedures to treat neck and back pain.

A native of Laredo, Texas, he earned his Bachelor of Arts in Business Administration from Trinity University in San Antonio, and his medical degree from the University of Texas Health Science Center at San Antonio. He completed his residency in Anesthesiology at Ochsner Clinic Foundation Hospital in New Orleans. Dr. Moore then completed fellowship training in Pain Medicine and Interventional Pain Management at Texas Tech University Health Science Center in Lubbock.

He is a member of the American Society of Interventional Pain Physicians, the North American Spine Society, Texas Pain Society, Texas Medical Association, and the Tarrant County Medical Society.
